Biographical/Historical:     Until 2007, convicted felons in Florida had to apply to the Board of Executive Clemency (formerly the State Board of Pardons, created in 1885) for restoration of their civil rights (right to vote, serve on a jury, hold public office, etc.) after having completed serving their sentences.  Some who supported this requirement argued that it helped ensure public safety, while some who opposed it argued that it was racially or politically motivated to disenfranchise certain populations.  Following a vigorous public debate, the Clemency Board voted on April 5, 2007 to adopt a rule change to automatically restore the civil rights of certain convicted felons who had completed their sentences, paid all restitution, and met certain other requirements.  Governor Charlie Crist and Cabinet members Alex Sink, Chief Financial Officer, and Charlies Bronson, Commissioner of Agriculture, voted in favor of the rule change, while Cabinet member Bill McCollum, Attorney General, voted in opposition.
Summary:     This series consists of Governor Crist's handwritten speaking points (two pages) for his remarks to the Board of Executive Clemency on April 5, 2007 in support of a rule change to restore the civil rights of certain felons who had completed serving their sentences.
