Biographical/Historical:     The Division of Library and Information Services in the Florida Department of State provides library, records management, and archival services at the state and local level. The Division provides direct library services to state government; develops library services statewide; and provides archival and records management services, technical assistance, education, financial aid, and cooperative services.  Working in partnership with archivists, librarians, records managers, governmental officials, and citizens, the Division seeks to assure access to materials and information of past, present, and future value to enable local libraries and agencies to provide effective information services for the benefit of the people of Florida.
    Pursuant to Chapters 119 and 257, Florida Statutes, the Division of Library and Information Services director's office is responsible for planning, organizing, developing, directing, coordinating, and evaluating the statewide program of library services, library services development and public records management.  Within the Florida Department of State, the Division provides technical and educational assistance, financial aid, and cooperative services. The Division Director also serves as Secretary to the Library Council and Deputy Interstate Library Compact Administrator.
      The Department of State was created in 1969 (Ch. 69-106, Laws). The Secretary of State is the head of the Department of State.  The Secretary of State keeps records of all official acts of the Legislature and the Executive Department.  The Secretary and the Department administer elections, public records, the Great Seal, and the Administrative Code; issue charters to corporations; license public agencies (private detectives, security guards, charitable and consumer protection organizations); and manage the state's library services, archives, cultural affairs, museum, and historic resources.  The Secretary is the Chief Cultural Officer and the Chief Protocol Officer of the
State.  The post of Secretary of State is one of the elected Cabinet posts, and the Secretary can succeed himself for an unlimited number of four-year terms.
    Barratt Wilkins began with the Division in 1973 as Assistant State Librarian
of Florida. Four years later, Wilkins became Florida's State Librarian as well as
the Division's director. Between June and October 1987, Wilkins also served as
Acting Secretary of State.
Summary:     This series contains correspondence between the Office of Secretary of State and Division Director Barratt Wilkins between 1975 and 1998. Correspondence also includes letters written by Wilkins for the Secretary of State, constituent library inquiries, and materials forwarded to Wilkins by the Secretary's Office. Also included are clippings, administrative directives, memoranda, reading files, appointment and thank you letters, and legislative files. These records document the duties of both offices as well as provide information on Florida's libraries, library-related legislation, Cabinet affairs, and budget matters.
