Biographical/Historical: The Office of the Secretary of State was created in 1845 to maintain the State's public records.  In 1969 (Ch. 69-106, Laws), the Office of Secretary of State became part of the Department of State.  The Secretary of State keeps records of all official acts of the Legislature and the Executive Department.  The Secretary and the Department administer elections, public records, the Great Seal, and the Administrative Code; issue charters to corporations; and manage the state's library services, archives, cultural affairs, museum, and historic resources.  The Secretary is the Chief Cultural Officer and the Chief Protocol Officer of the State.  The post of Secretary of State was one of the elected Cabinet posts until January 3, 2003, the effective date of a 1998 constitutional amendment eliminating the office from the Cabinet and making the department responsible to the governor, with the Secretary of State position a gubernatorial appointment.
Summary:     This series contains correspondence (both general and international) to and from Secretary Harris.  While it is mostly invitations to the Secretary, as well as her response, there is also other correspondence (traditional and e-mail) documenting some of the issues that were of importance to her during her tenure.  The issues usually revolved around cultural events, e.g. the opening of a new art museum in the state or a reading by a Florida author of a new work.
