Biographical/Historical Note:     In 1965, the Board of Regents (Ch. 63-204; Ch. 65-138, Laws of Florida) assumed the duties of the Board of Control, which had been in existence since 1905 (Ch. 5384, Laws).  The Board of Regents was a corporate entity holding all the powers of a body corporate and electing a corporate secretary.  Its Regents were the Commissioner of Education plus twelve members appointed by the Governor.  The Board acted as the Director of the Division of Universities in the Department of Education (Ch. 69-106, Laws).  The Board appointed the Chancellor, who was chief administrative officer for the Board of Regents and the State University System of Florida.
The Board of Regents established the policies, rules and regulations for the universities in the State University System.  The Board monitored the fiscal matters of the universities; approved instructional and degree programs; coordinated program development among the state universities; and planned  for the future needs of the State University System.

The State Legislature abolished the Board of Regents in 2001 (Chapter 2001-170, Laws of Florida, SB 1162, Florida Statutes Chapter 229.0072(4)(o)) and transferred its functions to the Florida Board of Education, a seven-member board of gubernatorial appointees established the previous year (Chapter 2000-321, HB 2263, Florida Statutes 229.004) to establish educational goals and objectives from kindergarten through college and, with the Commissioner of Education, to implement educational policies established by the legislature.  In 2002, Florida voters approved a constitutional amendment re-establishing a statewide university board, this time called the Board of Governors, to oversee higher education in Florida.
