Biographical/Historical:     The Governor's Advisory Commission on Race Relations, popularly known as the Fowler Commission, was created by the legislature in 1957 to study the condition of race relations in Florida (Ch. 57-315, Laws). The Commission maintained liaison with the Attorney General, the Florida Highway Patrol, the Florida National Guard, etc., to help anticipate disturbances of the peace and to suppress violence. The ultimate purpose was to develop a sound race relations policy.
    The Commission was composed of members appointed by the Governor.  L. L. Fabisinski was named the first chairman of the Commission. Cody Fowler was his successor, and Saul A. Silverman was the assistant in charge of the day to day management of Commission business.  The Commission was abolished in 1964.
Summary:     The series contains the records of the Governor's Advisory Commission on Race Relations from 1957 to 1961. The records consist primarily of the correspondence of Saul A. Silverman, who wrote to race related commissions throughout the United States at both community and state levels, requesting background materials on segregation, desegregation, and race relations. Also included in the records are general publications files, Commission reports, and some Commission minutes. It documents school desegregation policies, racial disturbances, and civil rights activities.
