The program was developed by the Florida Division of Historical Resources, in cooperation with the Museum of Florida History, the Bureau of Historic Preservation, Florida Folklife Program, and the Bureau of Archaeological Research. The primary staff members for the project included Teresa Hollingsworth, Vicki Cole and KC Smith. They also sought endorsement and collaboration with the Florida Department of Education and other educational authorities, such as the University of Florida, in planning and marketing the program. The program's pilot year was 1993-1994.
