Biographical/Historical:     The Florida Legislature created the Division of Elections as part of the Department of State in 1969 (Chapter 69-106, Laws of Florida). Prior to 1969, the Office of the Secretary of State maintained election records. The Division administers all elections (primary, special and general) and supports local supervisors of elections offices. Within the Division, the Bureau of Election Records handles candidate and political committee filings including campaign finance and qualifying papers. The Bureau also processes commissions of office for elected officials on behalf of the Governor.

    In 2004, the Department of State's Office of Inspector General performed an administrative audit of the Bureau of Election Records in response to allegations of improper conduct on the part of Bureau Chief Connie Evans. The misconduct involved administrative record keeping regarding the late filing of campaign treasurer's reports; an internal review determined that dates on the late filings had been changed to make it look like they were submitted on time.

Summary:     This series documents a 2004 audit of Bureau of Election Records by the Department of State's Office of Inspector General. Auditors reviewed all processes, policies, procedures and systems within the Bureau of Elections. The records include the final audit report, division publications, printouts of campaign treasurer's report filings, investigation files and notes, compliance review documents, and other files documenting internal procedures and operations of the Bureau of Election Records and the Division of Elections.
