Biographical/Historical:     In 1996, the Florida Legislature dissolved the Department of Health and Rehabilitative Services and created the Department of Health (DOH), whose mission is to promote and protect the health and safety of Florida residents by establishing and maintaining high quality standards for the public health environment and the delivery of public health services. The DOH is responsible for children's medical services and all public health services for which the state has authority, and matters related thereto (Laws of Florida 96-403). In addition, through the Division of Medical Quality Assurance (MQA), the DOH offers many services to licensees, health care businesses, citizens and visitors to Florida, and serves as the principle administrative unit for the Florida Board of Chiropractic Medicine.

The Florida Legislature established the Board of Chiropractic Medicine in 1979 to ensure that every chiropractic physician practicing in this state meets minimum requirements for safe practice (Chapter 79-211, Laws of Florida). The Board, which consists of seven members appointed by the Governor, is responsible for the licensure, monitoring and ensuring the safe practice of chiropractic professionals to assure competency and safety to practice in their service to the people of Florida.

Beginning in 1984, the Peer Review Committee of the Board of Chiropractic Medicine was responsible for reviewing cases sent to the complaint section of the Department of Professional Regulation. The committee met regularly until 1995 when it no longer provided reports to the full Board. During the 1996 Legislative session, Peer Review was repealed from statute (Ch. 96-296, Laws).
