The catalog provides descriptions of over 3,400 collections and lists the contents of containers and folders in many of those collections. Biographical/Historical:     The Florida Legislature created the Division of Elections as part of the Department of State in 1969 (Chapter 69-106, Laws of Florida). Prior to 1969, the Office of the Secretary of State maintained election records. The Division of Elections administers all elections (primary, special and general); publishes and maintains the Florida Administrative Code; and serves as the official custodian of oaths and bonds, county ordinances, municipal charters and annexations, proclamations, extraditions, executive orders, and the official laws of Florida.

    In 2002, the federal government passed the Help America Vote Act (HAVA) to address and begin to rectify issues within the election process. The creation of HAVA was primarily in response to controversies surrounding the 2000 Presidential Election. The law required every state to submit a State Plan to the newly created Election Assistance Commission to receive federal funding for election reform efforts. In Florida, the Division of Elections created a State Planning Committee tasked with regularly reviewing and revising the state plan.

Summary:     This series documents the formulation and annual revisions of Florida's HAVA State Plan in accordance with the federal legislation. It primarily consists of various drafts of the state plan with comments and updates. It also includes materials such as State Planning Committee meeting files and correspondence, budget and appropriation data, and comments from the Collins Center for Public Policy, which assisted with revising the plan.
