Biographical/Historical:     The Department of Insurance was created in 1969 (Ch. 69-106, Laws) to assume the duties of the Insurance Commissioner's Office. Its head is the Insurance Commissioner and Treasurer.  The Department regulates all forms of insurance including rates and policy forms. It determines if companies are financially sound; tests and licenses all agents, solicitors, adjusters, and bail bondsmen; enforces the Insurance Code, the State Fire Marshal Law, the Firemen's and Police Officers' Retirement Fund, and the Liquified Petroleum Gas Law.  In addition, the Department sponsors legislation for consumer protection and coordinates the state's property and casualty loss prevention self-insurance programs.
    Bill Gunter was born in 1934 in Jacksonville, Florida.  He lived on a farm near Live Oak, Florida and attended Suwannee High School.  He graduated from the University of Florida where he was elected president of the Future Farmers of America and is a member of the University Hall of Fame.  After graduation, he served a tour of duty with the U.S. Army, then taught school and entered the general insurance business.
    Bill Gunter, a Democrat, was elected to the Florida Senate in 1966 where he served until 1972.  He was then elected to the United States House of Representatives.  He served as Treasurer and Insurance Commissioner from November 1976 until January 1989.
Summary:     This series contains the speech files of Treasurer and Insurance Commissioner Bill Gunter.  The speech topics were numerous and deal with the issues confronting the Commissioner's Office during that period, especially in the areas of health insurance, no-fault insurance, insurance companies and arson.  In addition to his speeches as Insurance Commissioner, Gunter also made speeches to the Democratic Party in Florida.  Also of interest are speeches made at celebrity roasts, universities, schools, and civic clubs.
