The Constitution specifies a 37-member commission to prepare revisions. The Constitution Revision Commission (CRC) of 1977-1978 addressed 257 proposed changes to the constitution. The CRC referred eight constitutional amendments to the ballot for the election in November, but voters rejected all eight of the amendments.
