Biographical/Historical:     The Florida Legislature established the Florida Park Service (FPS) in 1935, administered under the Board of Forestry (Chapter 17025, Laws of Florida). In 1949, the FPS became the Board of Parks and Historic Memorials, an independent agency with the responsibility of administering and controlling the operation and development of the state parks and historic sites of Florida (Ch. 25353, Laws). In 1969, the board merged with the Outdoor Recreational Development Council to form the Division of Recreation and Parks under the Department of Natural Resources (Ch. 69-106, Laws). In 1993, the division moved to the newly created Department of Environmental Protection (DEP) (Ch. 93-213, Laws).

    The first FPS director was Charles H. Schaeffer, who served from 1935 to 1937. H. J. Malsberger (1937-1940), Lewis Scoggin (1940-1952), Emmet Hill (1953-1960), Walter Coldwell (1960-1963), and N. E. "Bill" Miller (1963-1969) preceded him. In 1969, Governor Claude Kirk appointed N.E. "Bill" Miller as the first director of the newly created Division of Recreation and Parks. Ney Landrum served as assistant director, having previously served as director of the Outdoor Recreational Development Council since 1964. In 1970, Landrum took over as division director and he served until his retirement in 1989. Joe Knoll served as interim director until the appointment of Fran Mainella in October of 1989.

Summary:     This series contains the administrative and personal files for Director Ney Landrum during his long-term involvement with Florida's state parks system. From his tenure as director of the Outdoor Recreational Development Council in 1964, to his retirement from the Division of Recreation and Parks in 1989, and afterwards as a member of various national organizations, Landrum maintained an active role in the expansion and professionalization of state parks. This series documents Landrum's role and activities in his numerous administrative positions, primarily with Florida state parks. The records include research and reports related to Florida's natural resources; policies and regulations for preservation and access; committee and council meeting materials and correspondence; and various publications such as news clippings and newsletters.
