The catalog provides descriptions of over 3,400 collections and lists the contents of containers and folders in many of those collections. Biographical/Historical:     The Department of Financial Services (DFS) was created in January 2003 from the merging of the Department of Banking and Finance and the Department of Insurance. This merger was a result of a constitutional amendment approved by Florida voters in 1998. It consolidated the elected cabinet Office of the Treasurer and the Office of the Comptroller, creating the new cabinet post of Chief Financial Officer. The department oversees the state's accounting and auditing functions and helps consumers with problems related to financial services, including banking, securities and insurance.

    The Office of Insurance Regulation (OIR), operating within the DFS, is responsible for regulating insurance companies operating in Florida. In the event of a hurricane or other natural disaster, the OIR has the authority to issue a data call to insurance companies regarding claims and other relevant information.

Summary:     This series consists of Insurance Commissioner Kevin McCarty's correspondence and subject files concerning proposed legislation affecting major OIR program areas and the OIR's response to some of the proposals. The series includes records relating to the 2004 Legislative special session and emergency rulemaking, and legislation in response to that year's disastrous hurricane season.
