Biographical/Historical:     Financial emergencies in the state of Florida are the responsibility of the Executive Office of the Governor. A Chief Inspector General is appointed by the governor and is responsible for determining whether a county, city or town is in a state of financial emergency. Governor Lawton Chiles enacted executive order 96-391 in December 1996 that established a Financial Emergency Oversight Board to aid in making determinations. In the case that a city feels it is a state of financial distress, it must request a declaration that they are in a state of financial emergency. If the Oversight Board determines that an entity is experiencing a financial emergency, the governor's office creates a plan, provides technical assistance, performs inspections and provides consultations. Each case is then periodically evaluated through financial audits. Local government entities, charter schools, technical career centers and district school boards are all eligible to be deemed in a state of financial emergency.

Summary:     This series contains documents relating to financial emergencies of counties, local governments and special districts throughout the state of Florida. The records consist of financial documents, memoranda, correspondence, clippings, reports and budgets. The documents reflect executive orders put into effect by Governor Lawton Chiles in 1996 due to the corruption and financial hardship that existed in Miami government and financial emergencies caused by or exacerbated by Hurricane Andrew.

    Of special interest in this series are extensive records documenting the state of foster care in Florida under the Jeb Bush administration. These records include legal documents, correspondence, financial records, employee records, policy and procedure paperwork, as well as newspaper clippings. This series reflects that administration's attitude towards foster care and provides documentation of major court cases from the perspective of both the Department of Children and Families and Lake County Boys Ranch.
