Biographical/Historical:     The Division of State Planning (DSP) was created in 1972 under the Florida State Comprehensive Planning Act (Chapter 72-295, Laws) and Governor's Executive Orders 73-73 and 74-33. The DSP prepared and revised the state's comprehensive plan regularly; assisted in preparing the annual executive budget and legislative program of the Governor; coordinated planning at the federal, state, and local government levels and between Florida and other states; and served as the state planning and development clearinghouse. The DSP was organized into the Bureaus of Comprehensive Planning, Intergovernmental Relations, Criminal Justice Planning and Assistance, and Highway Safety. In 1979, it's responsibilities transferred to the Governor's Office (Chapter 79-190, Laws).

    Created under the Division of Planning in 1978, the Bureau of Highway Safety (BHS) was generally responsible for supervising traffic safety programs. The Citizens Safety Council (CSC), established in 1966 with the merging of the Florida Traffic Safety Council and the Citizen's Advisory Committee for Highway Safety, advocated awareness of industrial, home, fire, and farm hazards, but the council mostly focused on traffic safety. Similarly, the Governor's Highway Safety Commission (GHSC) was created in 1967 to broadcast and implement the State's responsibilities to reduce traffic accidents and deaths, injuries, and damages. After creation of the BHS, these two groups coordinated their efforts and representatives from the Bureau served as members in both the CSC and GHSC. In 1979, the Bureau of Highway Safety transferred to the Department of Community Affairs (Chapter 79-190, Laws).

Summary:     This series contains a variety of administrative records that document the daily operations of organizations supervised by the Bureau of Highway Safety, specifically the Citizens Safety Council and the Governor's Highway Safety Commission. Even though the records in this series predate the BHS, the Bureau maintained the records until 1979 as a part of its supervisory responsibility. The types of records include correspondence with local, state and national agencies regarding traffic safety; project grant files with audit results, reimbursement claims, quarterly reports, and related correspondence; and public relations materials such as newsletters, news clippings and press releases for traffic safety programs.
