Biographical/Historical:     The 1996 Florida Legislature created the Department of Children and Families with Section 20.19, Florida Statutes. The agency is responsible for the safety, well-being, and welfare of abused, neglected, and abandoned children, the elderly, people with disabilities, and those suffering from mental illness and/or substance abuse problems. It also maintains partnerships with local communities in assisting people to become economically self-sufficient, thereby creating stable families and communities. The department has the overall responsibility of all family services offered by the state.

    In 1990, the Florida Legislature created the Florida Healthy Kids Corporation (FHK) to provide better access to health care for uninsured children within the state (Ch. 2000-253, Laws of Florida). Florida KidCare is the insurance program under FHK. Title XXI of the U.S. Social Security Act provides funds and direction to the States for the creation of this program and for initiating and expanding the provision of child health assistance to uninsured, low-income children. Florida KidCare is supported by these state agencies: The Agency for Health Care Administration, The Department of Health and The Florida Healthy Kids.

Summary:     This series includes documents related to the Florida KidCare application process, procedures on problem resolutions and grievance as well as correspondence reporting Baker Act abuse. Also included are legislative documents such as state comprehensive goal assessments for the DCF and staff analysis for SB682 from 2000 regarding mental health services for children and adolescents.

    There are records related to KidCare outreach, surveys and budget information, and Title XXI Rule Development workgroup documents that discuss the procedures for residential services for psychotic and emotionally disturbed children. Other insurance or treatment entities mentioned in the records include SEDNET (Severe Emotional Disturbance Network Program) and COBRA (Consolidated Omnibus Budget Reconciliation Act).
