Biographical/Historical:     The Florida Department of Revenue was created in 1969 (Laws of Florida, 69-106).  Several state agencies or agency functions were transferred into the new department. Among them were the Comptroller's duties and functions relating to the collection of state taxes, the State Treasurer's duties and functions relating to the collection of state revenues, and the State Revenue Commission. The department is responsible for collecting different types of taxes, such as sales and use tax, corporate income tax, documentary stamp tax, etc.  The Florida Department of Revenue operates several program areas, including General Tax Administration, Property Tax, and Child Support Enforcement.
    On July 1, 1994 the Florida Child Support Enforcement Program was transferred to the Department of Revenue from the Department of Health and Rehabilitative Services.  In the 1995 Legislative session, Laws of Florida 95-222 (CS/SB 956) was passed, callingfor the Department of Revenue, with the cooperation of representatives of the Child Support Enforcement (CSE) program, to study judicial, quasi-judicial, and administrative systems for improving the child support enforcement system. A report and recommendations based on the study was to be submitted to the House and Senate by February 1, 1996.      The Department of Revenue formed the Judicial Alternatives Study Commission to complete the study.  The commisson identified 62 problems and bottlenecks in the adjudicaton process that keep money from getting to children quickly and efficiently.  Among these problems were inablility to locate the noncustodial parent, inablility to locate assets, computer incompatibilities, mode of notice, inconsistency in applying case law among circuits, failure to enforce change of address provision, and lack of standards for establishing retroactive support.
    In compliance with the law the commission published a final report with recommendations which would increase the effectiveness and efficiency of the Department of Revenue in getting money to children by improving the adjudication process and the enforcement of its orders.
Summary:     This series contains the records of the Judicial Alternatives Study Commission for the study of improving the child support enforcement system. The records document the commission's research of the present situation and how to improve it. The records include electronic mail and correspondence between commission members, summaries of the meetings, background materials from other states and counties around Florida, report drafts, and the final report.
