	Biographical/Historical:	The Department of Highway Safety and Motor Vehicles was established under Section 20.24, Florida Statutes. The head of the department is the executive director, who is appointed by the Governor. The department is comprised of the Division of Motor Vehicles, which provides registration and title services; the Division of Driver Licenses, which provide vehicle licensing services; and the Florida Highway Patrol, which provides public safety and law enforcement services on Florida's highways. The Division of Motor Vehicles was created in 1969 as part of the Dept. of Highway Safety and Motor Vehicles (Ch. 69-106, Laws). The Division administers the laws pertaining to the sale, distribution, certification, and registration of motor vehicles. In addition, the Division is responsible for the issuance and distribution of license plates.
	Summary:	This series documents legal opinions and issues dealt with during the tenure of John Charles Knott, attorney and Deputy Motor Vehicle Commissioner for the Department of Highway Safety and Motor Vehicles and its predecessor agencies. Included are Attorney General Opinions providing legal advice and guidance concerning department issues such as transfers of titles, use of fictitious names on licenses, handicapped persons having to pay for parking meters, requiring return of tags if paid for with a bad check, and other related matters. Also included are correspondence and legal documents relating to contracts, purchasing, and other administrative matters, as well as legislative bills relating to motor vehicle regulation.
