Biographical/Historical:     The State Library Board was created on June 4, 1925 by an act of the Legislature which replaced the old State Library and gave the new one operating authority under the State Library Board. (Ch. 10278, Laws).  The first three member-board was appointed in 1927 and headed by a Chairman.  It was authorized to appoint a Secretary to "act as Librarian of the State Library...who shall have charge of the work in organizing and conducting the State Library...[and] in organizing new libraries and improving those already established."
    As Secretary of the Board, the State Librarian was charged to "keep a record of the proceedings of the Board."  William T. Cash was selected as the first Secretary and State Librarian.  Cash served from 1927 until his death in 1951.  On May 14, 1963 the State Library Board was renamed the Florida Library and Historical Commission (Ch. 63-39, Laws).
Summary:     This series contains subject files (1931-1954) and general correspondence (1927-1951) documenting the administrative duties of State Librarian William Thomas Cash(1878-1951), and the development of the State Library and its collections.  The subject files document the development of public libraries in Florida and other states (1940-1950), the State Library's relationship with the Florida Historical Society (1935-1950) and the Florida Library Association (1939-1950), and  Cash's involvement with the American Library Association (1931-1950).  The records also document the Works Progress Administration (1946) and its Federal Writers Project (1933-1949), Statewide Library Project (1938-1939), and Historical Records Survey (1939-1949).
    The general correspondence reflects the development of the State Library and the acquisition of library materials from 1927 to 1951. Cash corresponded with individuals active in the library, historical and research fields in pursuit of materials related to Florida.  The records include reference requests as well as references to sources of Floridiana.
