Biographical/Historical:     The Florida Merit System Council began in 1936 as the Merit System Council under the State Welfare Board.  Between 1936 and 1955, the Merit System Council only acted for employees of the State Welfare Board in order to meet federal requirements under the Social Security system.  In 1955, the Council was expanded to include the Florida Industrial Commission, the Florida Crippled Children's Commission, the State and District Welfare Boards, and the Hospital Planning Division of the Florida Development Commission.
    The expansion in 1955 connected the Florida Merit System Council with the State Personnel Board.  Council members were then appointed by the State Personnel Board.  The Council was charged to make recommendations to the Board regarding rules, regulations, classification of positions, pay, and uniform leave and to hear appeals on dismissals and other disciplinary actions.  The Florida Merit System Council was abolished in 1967 and replaced with the Career Service Council (Ch. 67-437, Laws).
Summary:     This series contains the minutes and agendas of meetings held by the Florida Merit System Council between 1936 and 1967, excluding the year 1966.  The minutes document topics discussed, decisions made, and actions taken by the Council relating to merit pay for career service employees.  Also included in the series are a small number of operational bulletins and general circulars.
