Biographical/Historical:     The State Board of Administration (SBA) is a constitutional entity of Florida state government that provides a variety of investment services to various governmental entities. Created by the Florida Legislature in 1929 (Chapter 14486, Laws of Florida; amended to the 1885 Constitution as Article IV, Section 16, 1942, Senate Joint Resolution 324, 1941; continued under Article XII, Section 9, 1968 Constitution and Ch. 69-106, Laws), its members are the Governor, the Chief Financial Officer, and the Attorney General. The Board's statutory mandate is to invest, manage and safeguard assets of the Florida Retirement System (FRS) and its 25 trust funds and pension plans used for a number of investment services. In addition, the SBA provides administrative services to the Florida Prepaid College Board and the Division of Bond Finance.

    On January 8, 1985, Florida Senators Jack Gordon, Arnett Girardeau and Carrie Meeks filed a petition to initiate rulemaking with the State Board of Administration regarding the portfolio management practices of the State Pension Fund as they related to the Republic of South Africa. The Senators intended to limit the amount of state pension funds invested in companies doing business with South Africa due to its policy of apartheid. Of special concern were holdings that would have been affected by the ongoing civil war and by any potential changes in the South African government.

Summary:     This series contains administrative files from the State Board of Administration pertaining to the divestiture of both public and private investments in South Africa, and to adherence to the Sullivan Principles regarding non-segregation and equality as they related to the Florida Retirement System (FRS) portfolio of investments.  The records include agendas, correspondence, reports, legal opinions, memoranda, resolutions, memorandum of law, newspaper clippings, and related records documenting the State Board of Administration's (SBA) decision to divest from South Africa.  The records document the State Board of Administration's response to the petition to initiate the rulemaking related to the portfolio management practices of the State Pension Fund, including the Board's objections to the petition.
