Biographical/Historical:     The Division of Vocational Rehabilitation (VR), part of the Department of Education, oversees Vocational Rehabilitation services, a federal-state program. VR assists people with physical or mental disabilities to gain or maintain long-term employment and become self-sufficient.  VR is governed by the Rehabilitation Act of 1973, as amended; Chapter 413, Florida Statutes; and Operational Policies and Procedures for DVR Counselors (Counselor Policy Manual), which contains internal policies and procedures. In 1999, the Legislature passed Chapter Law 99-240 (SB 230) for the reorganization of the Division of Vocational Rehabilitation which resulted in Occupational Access and Opportunity Commission (OAOC) assuming responsibility for VR's funding. The program is administered through the Office of the Director and four Bureaus: the Bureau of Field Services, the Bureau of Operations and Support, the Bureau of Planning and Performance, and the Bureau of Vendor and Contracted Services.
Summary:
    This series documents the development of the Division's state plans, which are used to manage the Division's day-to-day operations and address the needs, services, and employment of Floridians with disabilities. The records consist of drafts of state plans and materials relating to State Plan Public Meetings and State Plan Amendment Public Meetings throughout Florida. The records relating to the public meetings include correspondence and materials pertaining to the planning of meetings; meeting packets; agendas and printable handouts; and meeting transcripts. The series also includes the recommendations from the State Plan Committee of the Occupational Access and Opportunity Commission (OAOC) and the Florida Rehabilitation Council.
