Biographical/Historical:     Recognizing the increased need for public recreation areas, Governor Farris Bryant recommended in 1963 that the State Legislature create a statewide recreation planning agency.  Signed into law on  May 13, 1963, the Outdoor Recreation and Conservation Act (Ch. 63-36, Laws of Florida) created the Outdoor Recreational Committee, consisting of the governor, the director of the Board of Conservation, one trustee from the Internal Improvement Fund, and the chairmen of the boards of Forestry, Parks and Historic Memorials, State Roads, Florida Development Commission, and the Florida Game and Fresh Water Fish Commission.  The committee's job was to develop a statewide recreation plan for the acquisition and development of public recreation areas.  That plan would then be reviewed for approval by the Outdoor Recreational Council, consisting of the Governor and the Executive Cabinet.  The Act also created the Land Acquisition Trust Fund to finance the Committee's activities and land acquisitions.  Several properties the Council acquired eventually became state parks, including Hontoon Island, Honeymoon Island, Caladesi Island, and Cape Florida.
    The Outdoor Recreational Planning Committee was comprised of the Governor, the Commissioner of Agriculture, and representatives from various state agencies, such as the State Board of Conservation, Florida Development Commission, Florida Game and Fresh Water Fish Commission, Florida Board of Forestry, Florida Board of Parks and Historic Memorials, State Road Department, and the Director of the Outdoor Recreational Planning Committee.  The Outdoor Recreational Planning Committee made land acquisitions and expenditure recommendations to the Outdoor Recreational Development Council.

    The Outdoor Recreational Development Council was comprised of the Governor, the Attorney General, the Secretary of State, the Commissioner of Agriculture, the Treasurer, the Comptroller, and the Superintendent of Public Instruction.  The Council reviewed the recommendations offered by the Outdoor Recreational Planning Committee for land acquisitions, expenditures, and policies regarding local government participation in the Federal Land and Water Conservation Fund program.

    In 1969, the Outdoor Recreational Development Council was merged with the Board of Parks and Historic Memorials to form the Division of Recreation and Parks within the newly formed Department  of Natural Resources (DNR) (Ch. 69-106, Laws).  In 1993, that department merged with the Department of Environmental Regulation to create the Department of Environmental Protection (DEP) (Ch. 93-213, Laws).

    Ney Landrum, who helped draft the Outdoor Recreation and Conservation Act, was hired as director of the Outdoor Recreational Development Council in 1964.  When the agency merged with the Board of Parks and Historic Memorials in 1969, he served as assistant director of the Division of Recreation and Parks under N. E. "Bill" Miller.  In 1970, Landrum took over as the division director.  He retired from that position in 1989.


Summary:     This series consists primarily of transcripts of minutes of the Florida Outdoor Recreational Development Council (Council) and the Florida Outdoor Recreational Planning Committee (Committee) and documents issues discussed and decisions made by both the Council and Committee.  This series contains two volumes of minutes from September 1963 through June 1968.  Although the minutes are not complete, the minutes do include budgetary issues, land acquisitions, and resolutions.
  In addition to documenting the Council's activities, the records also provide information on several natural areas across the state, including islands, rivers, and wetlands, as well as various historic properties, such as the Kingsley and Goodwood plantations. The documents also include information on recreational and tourist activities in Florida during the 1960s.
