This act, popularly known as the National Interstate and Defense Highways Act,  amended the Federal-Aid Highway Act of 1938, a plan initiated by Franklin D. Roosevelt that began the study of a toll-financed system of superhighways. This report advocated a 26,700 mile highway network across all regions of the United States.
The Federal Highway Act of 1956 authorized 25 billion dollars dedicated to the continued development of this highway system to over 41,000 miles over a ten year period. In this Act, the Federal government committed to paying for 90% of the highway construction costs, requiring states to pay for the remaining 10%.
