Biographical/Historical:     The Dept. of Juvenile Justice was created by the Juvenile Justice Act of 1994 (94-209, Laws of Florida) removing the responsibilities of overseeing the juvenile justice system from the Department of Health and Rehabilitative Services to the newly formed agency. The programs created under this new agency emphasized prevention, Children-In-Need-of-Services (CINS), Families-In-Need-of-Services (FINS), intervention and diversion, case management, detention care, contracted community-based commitment programs, state-operated juvenile justice institutions and facilities, and aftercare programming.

    Prior to the creation of the Department of Juvenile Justice, the Florida Department of Corrections operated adult boot camps, beginning in 1983, and the first juvenile boot camp opened in Manatee County in 1993. These camps were residential programs devised to change behavior through full-immersion change of environment. Participants were required to learn basic drill and ceremony marching maneuvers along with daily physical fitness and education. The second phase of boot camp was "after care," a six- to eight-month transition from the boot camp environment back into community life. During this time participants focused on education (to reenter the public system) and maintaining a schedule with the gradual reduction of supervision. The program's goal was to return participants to their families or living arrangement upon satisfactory completion of their assignment.

Summary:     This series documents the statewide coordination of boot camp programs. The types of records include correspondence, interoffice memos, publications, news clippings and meeting agendas.  The series includes no documentation regarding the daily operations of individual boot camps.
