Biographical/Historical:     The Florida Efficient Government Act of 2006 created the Council on Efficient Government in response to a growing trend to outsource government services and jobs (Chapter 2006-224, sections 287.0573 F.S. and 287.0574, Florida Statutes).  The Council was responsible for evaluating business cases for feasibility, cost-effectiveness, and efficiency before an agency proceeds with any significant outsourcing of services and possible reduction of government staff.  The Council was created within the Department of Management Services and chaired by the Secretary of the Department.  It was comprised of seven members appointed by the Governor and was supported by staff of the Office of Efficient Government.

    The Council on Efficient Government succeeded the Governor's Center for Efficient Government, created by Governor Jeb Bush's Executive Order 04-45  on March 11, 2004 .  The Center was intended to improve the way state agencies deliver services to Florida's citizens by establishing standards for best business practices in outsourcing, reviewing agencies' outsourcing plans to ensure adherence to those standards, and identifying and overseeing management of further outsourcing initiatives.  Department of Management Services Secretary William Simon lead the Center's Oversight Board.

    Sections 287.0573 F.S. and 287.0574, Florida Statutes, relating to the Council on Efficient Government to provisions governing business cases for outsourcing  were repealed efficient July 1, 2010 (Senate Bill 2386, 2010, Chapter 2010-151).
Summary:
    This series consists of meeting files of the Council on Efficient Government and its predecessor, the Oversight Board of the Center for Efficient Government.  Files document the Council's and Board's review of outsourcing business cases, standards for outsourcing business cases, the status of outsourcing projects, and related matters.  Council files include official transcripts of each meeting.
