The catalog provides descriptions of over 3,400 collections and lists the contents of containers and folders in many of those collections. Biographical/Historical:     The Office of the Superintendent of Public Instruction was created by the 1868 Constitution.  In the 1885 Constitution, the Superintendent became an elected official.  The Superintendent headed the Dept. of Public Instruction (1869-1938) and the State Dept. of Education (1939-1968).  Under the 1968 Constitution, the name was changed to Commissioner of Education and the position became one of the elected Cabinet posts.  The Commissioner heads the Dept. of Education and serves as chief state school officer.
Summary:     This series documents the activities of Education Commissioner Tom Gallagher as chief educational officer of Florida's public school system, from kindergarten to graduate school.  The series includes: correspondence; memoranda; studies; reports; budgets; newspaper articles; newsletters; proposals; e-mails; and other related educational materials.


    The correspondence documents Commissioner Gallagher's interactions with his staff; the divisions and bureaus of the Florida Department of Education; the United States Department of Education; Florida state agencies; the Florida Legislature; state and national educational associations (Florida Association of District School Superintendents, Florida Education Association, Florida High School Athletic Association, Florida School Boards Association, National Association of State Boards of Education, etc.); principals/superintendents/school boards of county school districts; presidents of most of Florida's private and state colleges and universities; parents; concerned constituents; and the Governor.

    The series also includes information and correspondence relating to: clemency;  the general operating procedures within the Department of Education; public relations; charter schools; school vouchers; Florida Comprehensive Assessment Test; Florida Writes; state and nationwide educational associations; sexual and health education issues; family literacy; class size and the impact of class size on students/teachers; school grades and performance; senior citizens and school volunteers (adult and youth); autism; attention-deficit hyperactivity disorder; Americans with Disabilities Act requirements; Project Child program; Blue Ribbon Schools; Florida Pre-Paid College Program; selective service registration; World War II veterans receiving high school diplomas; civic and citizenship education; competency testing; letters of appointment and re-appointment; letters of congratulations; thank you letters; disciplinary problems; school and fire safety programs/issues; food service program; free and reduced meal plans; teacher of the year program; teacher misconduct; second chance schools; harassment; scholarship opportunities, such as Bright Futures and AP State Scholar Awards; foreign student correspondence; resignations and promotions; and other issues that affect county school districts within Florida.
