Biographical/Historical:     The Taxation and Budget Reform Commission of 2007-2008 was established under Article 11, Section 6 of the Constitution of Florida, stating that, "Beginning in 2007 and each twentieth year thereafter, there shall be established a taxation and budget reform commission [to] examine the state budgetary process, the revenue needs and expenditure processes of the state, the appropriateness of the tax structure of the state, and governmental productivity and efficiency; review policy as it relates to the ability of state and local government to tax and adequately fund governmental operations and capital facilities required to meet the state's needs during the next twenty year period; determine methods favored by the citizens of the state to fund the needs of the state, including alternative methods for raising sufficient revenues for the needs of the state; determine measures that could be instituted to effectively gather funds from existing tax sources; examine constitutional limitations on taxation and expenditures at the state and local level; and review the state's comprehensive planning, budgeting and needs assessment processes to determine whether the resulting information adequately supports a strategic decisionmaking process."
    The Commission consisted of 11 members selected by the governor, 7 members selected by the speaker of the house of representatives, 7 members selected by the president of the senate, and 4 non-voting ex officio members, all of whom shall be members of the legislature at the time of appointment, 2 (one a minority member) selected by the speaker of the house of representatives, and two (one a minority member) selected by the president of the senate.
Summary:     This series contains all of the Commission's proposed changes to Florida's Constitution and Statutes, along with related documentation such as ballot statements and background or justification information regarding some measures.  Many of the proposals are drafts contained in folders labeled "Do Not Open," so labeled by Commission General Counsel Thomas Cibula because he did not want Commission staff opening these folders and thinking these were final versions to be distributed.  The folder entitled "Approved Measures" contains two subfolders, "Approved Constitutional Proposals" and "Approved Statutory Recommendations," including some documents with file names labeling them as "final."  The records are in Word and PDF formats.
