Biographical/Historical:     William Marvin (1808-1902) served as Provisional Governor of Florida following the Civil War. An upstate New York attorney, he served as United States Attorney for the Southern District of Florida Territory at Key West from 1835 to 1839; a member of the Territorial Council of Florida in 1837; a U.S. territorial judge on the U.S. District Court for the Southern District of Florida (territory) from 1839 to 1847; and on the U.S. District Court for the Southern District of Florida (state) from 1847 to 1863.

    President Andrew Jackson appointed Marvin as Provisional Governor on July 13, 1865, and he served until December 20, 1865. The Florida Legislature elected him to the U.S. Senate as a Democrat, but the Senate declined to seat him. When Congress enacted legislation for "reconstructing" the seceded states, Marvin refused to be a candidate for any office. In 1867, he returned to New York, and died there in 1902.

Summary:     This collection consists of a proclamation issued August 23, 1865, by Provisional Governor William Marvin. The document is in the form of a newsprint broadside; its specific origins are unknown. The post-Civil War proclamation announces an October 10 election for delegates to a convention on October 25 for the purpose of formally establishing a new state government, including deciding the question of whether formerly enslaved Black men would have the right to vote. The constitution formalized by the October 25 convention never went into effect; Congress rejected it and put Florida under Radical Reconstruction until 1868, when Florida ratified a new state constitution.
