Biographical/Historical:     The Department of Elder Affairs was created by an act of the Florida Legislature in 1991 (Laws, ch. 91-115).  The Department took over the powers, duties and functions of the Florida Commission on Aging.  The Department head is a Secretary appointed by the Governor.  The mission of the Department of Elder Affairs is to maximize opportunities for self-sufficiency and personal independence of Florida's elders and to plan, advocate, coordinate with other agencies, and administer programs and policies that assure accessible, responsive and comprehensive services and long-term care.  The Department coordinates several federally and state-funded programs directed at the senior population and is advised by a 17 member Elder Affairs Advisory Committee appointed by the Governor.  The Department is divided into five offices: Office of the Secretary, Division of Programs, Division of Management Information Systems, Division of Administration, and Office of Volunteer and Community Services.  Among the federally and state-funded programs the Dept. of Elder Affairs Division of Programs coordinates in the state is the Alzheimer's Disease Initiative.  This program provides services and training to address the special needs of individuals suffering from Alzheimer's Disease and related memory disorders, as well as the needs of their caregivers.  The program sponsors clinics, research projects and respite care.
    Operation Restore Trust was initiated by President Clinton in May 1995 as a two-year demonstration project.  This anti-fraud and abuse initiative was concentrated in five States: California, Florida, Illinois, New York and Texas.  It focused on home health, nursing homes, hospice and medical equipment and supplies.

    Operation Restore Trust was designed to test the success of several innovations in fighting fraud and abuse in the Medicare and Medicaid programs. Among the key elements of the initiative's design were guaranteed funding for anti-fraud and abuse activities carried out by the agencies within the U.S. Department of Health and Human Services; local control over plans; the use of a coordinated effort involving multiple Federal and State agencies; and focus on specific program areas, including home health agencies, nursing homes and durable medical equipment.
Summary:     This series consists of records documenting the Department's participation in the Operation Restore Trust project.  The series contains semi-annual reports and newsclippings and demonstrates the Department's efforts to fight fraud, provide volunteer training, and secure grant funding.
