Biographical/Historical:     In December 1992, Governor Chiles appointed the Commission on Government Accountability to the People (GAP Commission) to report on the performance of state agencies with recommendations to improve services provided by the state (Executive Order Number 92-320, signed October 6, 1992; legal basis: Section 14.30 F.S).  The Commission assumed the responsibilities of Partners in Productivity (Executive Orders 90-351 and 91-72).

The commission was a 15-member citizen panel which operated independently within state government.  One of the commission's reports, The Florida Benchmarks, is a set of social, economic and environmental indicators that describe the well-being of Florida citizens across seven areas of concern: families and communities; safety; learning; health; economy; environment; and government.  In 1996, the Commission was transferred from the Executive Office of the Governor to the Department of Management Services.  It operated until 1999 when no further funds for it were appropriated.
Summary:     This series documents the activities of the Commission on Government Accountability to the People and includes commission committee reports, benchmark reports, agendas, correspondence, and final reports.
