Biographical/Historical:     The Postsecondary Education Planning Commission was created by Executive Order 80-67 on July 30,1980 and given statutory authority in 1981 (ss.3, 6, Chapter81-162, Laws of Florida). The responsibilities of the Commission were to coordinate the efforts of postsecondary institutions and provide independent policy analyses and recommendations to the State Board of Education and the Legislature. A major responsibility of the Commission was preparing and updating every five years a master plan for postsecondary education. The Commission was reenacted in 1991  (Chapter 91-8, laws of Florida, Senate Bill 418) following a Sunset Review.  The State Legislature abolished the Postsecondary Education Planning Commission in 2001 (Chapter 2001-170, Laws of Florida, SB 1162, Florida Statutes 229.003(5)(e,f,g)) and transferred its functions to the newly created Council for Education, Policy Research and Improvement, a nine-member board assigned to the Office of Legislative Services (s. 229.0031, F.S.).  The Council ceased operation in January 2006, and records of its predecessor commission were transfered to the State Archives of Florida from the Legislature's Office of Program Policy Analysis and Government Accountability.
Summary:     This series documents the programs, functions, and activities of the Postsecondary Education Planning Commission in carrying out its mission.  The series includes records pertaining to community college special purpose centers, issues to be considered in developing a strategic plan, commission budgets, and related issues.
