Biographical/Historical:     The Division of Blind Services is currently under the Department of Education (2001-present).  The agency functioned previously as the Division of Blind Services under the Department of Labor and Employment Security (1995-2000); the Division of Blind Services under the Department of Education (1976-1995);  the Bureau of Blind Services, Division of Vocational Rehabilitative Services under the Department of Health and Rehabilitative Services (1969-1976); and the Florida Council for the Blind under the Office of the Governor (1941-1969).  The mission of the Division of Blind Services is to ensure that blind and visually impaired persons of all ages living in Florida have the tools, support, and opportunity to live independently and achieve their goals.
    The Division of Blind Services Advisory Council was authorized by section 413.011(2), Florida Statutes.  The purpose of the Advisory Council was to provide guidance and advice to the Director of the Division of Blind Services to be in compliance with the Federal Rehabilitation Act of 1973, as amended in 1993.  The Advisory Council also made recommendations to the Division of Blind Services as to the disposition of funds received through the Gifts and Donations Account.  The Advisory Council was composed of thirteen members, not less than a majority of whom must be legally blind in order to adhere to requirements of the Federal Rehabilitation Act of 1973, as amended in 1993.  Members represented geographic distribution across the state of Florida.  Members served a term of three years, not to exceed two consecutive terms.  The Advisory Council was required to meet at least four times a year.
Summary:     This series documents the official meetings of the Advisory Council of the Division of Blind Services and includes minutes and agendas as well as correspondence, interoffice communications, memoranda, handwritten notes, numerous grant requests for program and equipment funding for agencies working with the blind and the visually impaired, strategic plans, and other related materials associated with Advisory Council activities from 1983 through 1995.
