Biographical/Historical:     Antoinette "Toni" Jennings (born May 17, 1949) was Florida's 16th lieutenant governor and first woman lieutenant governor, serving from March 2, 2003 until the end of Governor Jeb Bush's second term in January 2007.  Jennings was nominated to the office by Governor Bush to replace Frank Brogan, who resigned to become president of Florida Atlantic University.

    An Orlando native and graduate of Wesleyan College, Jennings was an elementary school teacher and ran the family construction business before serving in the Florida House of Representatives (1976-1980) and the Florida Senate (1980-2000).  As a legislator, Jennings focused on such issues as welfare reform, public education, school readiness, and workforce development.  She was elected by her Senate peers to be President of the Florida Senate, the first Republican woman Senate President and the only Senator to have held that office for two terms (1996-2000).  Following the implementation in 2000 of a constitution amendment setting term limits, Jennings could no longer seek reelection.
Summary:     This series documents several major policy concerns of the Jeb Bush administration in which Lieutenant Governor Jennings played a leadership role in formulating or implementing policy.  Records cover policy in areas such as hurricane housing and property insurance reform in the wake of a series of major hurricanes in 2004-2005; space and aeronautics; affordable health insurance; and universal pre-kindergarten education.  The series includes Executive Orders establishing committees and task forces; lists of committee/task force members; and final reports.
