Biographical/Historical:     The Office of the Secretary of State was created in 1845 to maintain the State's public records.  In 1969 (Ch. 69-106, Laws), the Office of Secretary of State became part of the Department of State.  The Secretary of State keeps records of all official acts of the Legislature and the Executive Department.  The Secretary and the Department administer elections, public records, the Great Seal, and the Administrative Code; issue charters to corporations; and manage the state's library services, archives, cultural affairs, museum, and historic resources.  The Secretary is the Chief Cultural Officer and the Chief Protocol Officer of the State.
    The post of Secretary of State was one of the elected Cabinet posts until January 3, 2003, the effective date of a 1998 constitutional amendment eliminating the office from the Cabinet and making the department responsible to the governor, with the Secretary of State position a gubernatorial appointment.  When this change became effective, the Department's Division of Licensing, which served to license public agencies (private detectives, security guards, charitable and consumer protection organizations), was transferred to the Dept. of Agriculture and Consumer Services.
Summary:     This series consists of electronic mail messages sent or received by Clay Roberts documenting the range of his responsibilities as Director of the Division of Elections for the Department of State and later as the Department's General Counsel.  Of particular note in some folders are messages regarding the controversial 2000 Presidential Election and resulting election reform issues, including complaints from voters (both Republican and Democratic) of difficulties in being allowed to vote or problems encountered while voting in the 2000 election; discussion of specific voting procedures and proposed changes to those procedures; felon lists used to determine if certain voters were ineligible to vote; procedural issues and problems in local 2002 elections; and general election reform issues.

    The records also include a large number of routine administrative and housekeeping messages including meeting notices, personnel announcements (timesheet submission reminders, forms for direct deposit, etc.), drafts of correspondence and press releases, parking assignments, and telephone messages.
