Biographical/Historical:     The Office of the Secretary of State was created in 1845 to maintain the State's public records.  In 1969 (Ch. 69-106, Laws), the Office of Secretary of State became part of the Department of State.  The Secretary of State keeps records of all official acts of the Legislature and the Executive Department.  The Secretary and the Department administer elections, public records, the Great Seal, and the Administrative Code; issue charters to corporations; and manage the state's library services, archives, cultural affairs, museum, and historic resources.  The Secretary is the Chief Cultural Officer and the Chief Protocol Officer of the State.
    The post of Secretary of State was one of the elected Cabinet posts until January 3, 2003, the effective date of a 1998 constitutional amendment eliminating the office from the Cabinet and making the department responsible to the governor, with the Secretary of State position a gubernatorial appointment.  When this change became effective, the Department's Division of Licensing, which served to license public agencies (private detectives, security guards, charitable and consumer protection organizations), was transferred to the Dept. of Agriculture and Consumer Services.
Summary:     This series consists of electronic mail messages sent or received by Department of State staff in the days and weeks immediately preceding, during, and following the controversial 2000 Presidential Election.  Of particular interest are messages sent to the Voting Systems Section of the Division of Elections, including shortly after noon on Election Day (November 7, 2000) when that office received the first of a number of contacts from individuals reporting difficulty in using the Palm Beach County "butterfly ballots."  E-mails concerning recounts following Election Day include messages documenting the Division of Elections' monitoring, notifications with instructions for county Supervisors of Elections, and collecting of results from recounts.


    The series also includes e-mails from the Department's legal office regarding legal arguments and litigation surrounding recounts and certification of election results; messages of support for or opposition to revotes and additional hand counting of ballots; and messages from other states' election officials in response to a Division of Elections request for information about other states' use of punch card ballots and their layout.

    In addition to election 2000 messages, staff e-mailboxes also contain messages relating to other Department of State programs and activities, such as foreign affairs activities and travel plans of Secretary of State Katherine Harris.
