Biographical/Historical:     Appointed by the Governor, the Secretary of State is head of the Department of State. The post was previously an elected Cabinet post until January 3, 2003, the effective date of a 1998 constitutional amendment eliminating the office from the Cabinet and making the department responsible to the governor. The Secretary serves as the State's Chief Election Officer and is second in line to succession to the Office of the Governor.  The Office was created in 1845 to maintain the state's public records. In 1969, the Office of Secretary of State became part of the Department of State. 

    Candice J. Crawford, former Orlando City Clerk, was appointed to serve as Assistant Secretary of State under Secretary Glenda Hood.  Florida Governor Jeb Bush appointed Glenda Hood to be Secretary of State in December of 2002, while serving her third term as Mayor of Orlando. During her appointment as Secretary, Secretary Hood's office focused on issues related to arts funding, elections, economic development, and international business initiatives.  The Secretary's office also implemented the State's Strategic Plan for Economic Development in partnership with Enterprise Florida and developed the State's 10-year cultural strategic plan, titled Culture Builds Florida's Future.

    The Department of State took an active role in international business initiatives during Hood's term, leading missions to Japan, Korea , China , Peru , and Brazil , and helping establish the Florida/China business initiative. Secretary Hood was a key player in building partnerships among 34 countries in Latin America and the Caribbean to secure the permanent Secretariat for the Free Trade Area of the Americas (FTAA) in Florida .

Summary:     This series consists of Assistant Secretary of State Candice Crawford's subject files, correspondence, reports, meeting agendas and other records documenting various programs and divisions within the Florida Department of State.  The majority of the records relate to the Divisions of Elections and Cultural Affairs and the Secretary of State's support of  the Free Trade Area of the Americas (FTAA).  Also included in the series are files related to the economic development of cities in Central and South Florida; the suspension from office of Broward County Supervisor of Elections Miriam Oliphant; the Department of State's reorganization of its divisions and programs; and the department's efforts to prepare the agency  for the general election in November 2004.  Several files provide evidence of the Secretary of State's endorsement of touch screen voting machines and her response to critics of the system.
