Biographical/Historical:     On January 17, 2002, pursuant to Chapter 190, Florida Statutes (Community Development Districts), the Village Council of the Village of Royal Palm Beach (Palm Beach County) adopted Ordinance 627 creating the Bella Terra Community Development District to finance major infrastructure systems within the Bella Terra residential development project.  The District used a “pay-down bond” system tying the payment of bonds to the sale of units, resulting in the bonds being paid off no later than the sale of the last unit.  Once all units were sold and the bonds retired, Ordinance 716 (May 19, 2005) dissolved the District and transferred all responsibilities and community property to the Bella Terra home owners association.
Summary:     This series comprises the central files of the Bella Terra Community Development District from the time of its establishment in 2002 to its dissolution in 2005.  The series consists of three volumes of minutes of meetings which include related, interfiled records such as reports regarding recommended improvements, resolutions, budgets and financial statements, meeting notices, correspondence, and other documents; a compiled set of resolutions; and a Series 2002 Special Assessment Bond Book.
