The United States Wildlife Services established the Florida Panther Recovery Team in 1976 to devise a plan of action to save the panther from extinction. The team consisted of representatives of the Florida Department of Natural Resources, the Florida Game and Fresh Water Fish Commission, and several federal government agencies and national organizations. The team disbanded in 1981 after publishing its Florida Panther Recovery Plan. In 1983, the Florida Legislature created a Florida Panther Technical Advisory Council (FPTAC) to assist the Florida Game Commission in preventing the panther's extinction. Ken Alvarez chaired the FPTAC from 1983-1989. In addition, a Florida Panther Interagency Committee, with representatives from the United States National Park Service, the United States Fish and Wildlife Service, the Florida Department of Natural Resources, and the Florida Game and Fresh Water Fish Commission, worked together to revise the panther recovery plan, issued in 1987.

This collection consists of research and reference files related to the Florida Panther Recovery Program compiled by Ken Alvarez in researching his book 'Twilight of the Panther' (Myakka River Publishing, Sarasota, 1993). The collection includes organizational reports and newsletters, maps, memoranda, correspondence, handwritten notes, funding proposals, technical bulletins, senate and house bills, newspaper articles, journal articles, land surveys, and periodicals related to the Florida panther.
The files document the work conducted by various state, federal, and private agencies, such as U.S. Corp of Engineers, U.S. Fish and Wildlife Service, the National Audubon Society, U.S. Department of the Interior, Florida Audubon Society, Florida Game and Fresh Water Fish Commission, Florida Department of Natural Resources, and the Friends of the Everglades. The work includes these agencies' collective efforts to protect the Florida panther; conduct environmentally endangered land inspections; preserve and maintain the Florida Everglades and the Big Cypress National Preserve and other endangered species (both plant and animal); captive breeding programs; deer, bear, and hog studies; and water conservation areas.
The collection also documents challenges encountered in other states such as in California (California Condor), Wyoming (black-footed ferret), Texas, Utah, etc., and with similar programs in Florida (dusky seaside sparrow).
