Biographical/Historical:       The National Recreational Trails Funding Program was a federal assistance program to help states develop recreational trail systems. The program was created in December 1991 when President George Bush signed the Intermodal Surface Transportation Efficiency Act (Symms Act). The bill, in part, set up a state trails assistance program, administrated through the Federal Highway Administration (FHWA), that was funded through taxes placed upon fuel used for recreational purposes. Division of Recreation and Parks director Frances Mainella was appointed the state coordinator for the Florida Recreational Trails program, set up under the Symms Act. In April 1994, she recommended the program be transferred to the Office of Greenways and Trails. The Legislature authorized the move in July 1994.
    The Office of Greenways and Trails (OGT) was established in 1994 to coordinate the creation of a statewide system of greenways and trails for recreational and conservation purposes. The OGT began in 1933 as the Canal Authority of the State of Florida, created to purchase and manage lands for the construction of a cross-Florida barge canal (Ch. 16176, Laws of Florida). After decades of failed attempts at constructing the canal, the plan was abandoned. Public concern shifted toward converting the former canal right-of-way into a cross Florida Greenbelt park system, and restoring the Oklawaha River back to its original condition. In 1993, the Authority was transferred to the Department  of Natural Resources (DNR) as the Office of Greenways Management. In 1994, DNR merged with the Department of Environmental Regulation (DER) to create the  the Department of Environmental Protection (DEP). That same year, the Legislature renamed the agency as the Office of Greenways and Trails, which functioned as its own division within DEP (94-356, Laws of Florida).

    The Division of Recreation and Parks was created in 1969 within the Department of Natural Resources (Ch. 69-106, Laws of Florida), assuming the duties of the Board of Historic Parks and Memorials (1949, Ch. 25353, Laws) and the Outdoor Recreational Development Council (Ch. 63-36, Laws).  The Division manages the Florida Park Service. Frances Mainella served as the Division's director from 1989 to 2001. She was appointed National Park Service director in summer 2001 by President George W. Bush.


Summary:       This series documents the state's participation in the National Recreational Trails Funding Program between 1992 and 1994.  Records include correspondence dealing with the program's development and implementation, copies of legislative bills, memorandums of agreement, implementation plans, and grant applications. The records also provide information on the organization and activities of the Office of Greenways and Trails as well as the Division of Recreation and Parks and its director Frances P. Mainella.  In addition, the records document the state's attitudes towards and its development of recreational areas.
