Biographical/Historical:     Executive orders reflect the routine appointments, transfers, and disqualifications of appointed State judges and attorneys, and the sometimes-controversial reprieves of criminals. Governors also issue executive orders to establish states of emergency, create committees or commissions, and to address management and administrative issues. Proclamations are official announcements or declarations made by the governor to commemorate a specific time for the purpose of raising awareness about an issue, or celebrating milestones. In some cases, the governor may present a courtesy letter in lieu of a proclamation that acknowledges a particular event or cause.

Summary:     This series consists of proclamations and executive orders issued by the governors of Florida and filed with the Secretary of State according to Chapter 14.022 Florida Statutes.  The proclamations cover the period 1845 through recent years; the executive orders cover the period 1845 through 1976.  The series contains bound volumes in which proclamations and executive orders are filed together, and loose paper records consisting only of proclamations.  The executive orders are continued in loose paper form from 1977 in Series 1356.  The bound volumes consist of copies while the loose paper records are originals and copies interfiled.

    These records document the announcement of special events, special sessions of the legislature, special elections, death warrants, pardons, appointments and removals from office, and impeachments. The first and third volumes also include various election results and canvasses.

Associated Materials: Proclamations and executive orders are also located in two other series: Series S509 contains proclamations from 1971-1999 and 2001-2009 and executive orders from 1936-1977 and 2002-2007 along with supplemental materials (affidavits, clippings, correspondence); Series 1356 contains executive orders from 1977 to 2013.
