Biographical/Historical:     The Florida Educational Television Commission (ETV Commission) was created in 1957 (Ch. 57-312, Laws) to "provide through educational television a means of extending the powers of teaching in public education and of raising living and educational standards of the citizens and residents of the state".  The ETV Commission as originally created consisted of 7 members appointed by the Governor.   


    The ETV Commission was authorized and empowered to establish an educational television netwrok.  This was done by either leasing from communications common carriers or by constructing and maintaining a television microwave network.  The commission was authorized to encourage: (1) the activation of unused reserved eductional television channels; (2) the extension of educational television network facilities; (3) coordination with educational television systems of other states; and (4) the further development of educational television in Florida.  The commission was authorized to act as advisor and consultant to educational television stations and programs in Florida.

    In 1967, the Governor's Office and Budget Commission asked the Dept. of Education (DOE) to incorporate the responsibilities of the ETV Commission into the DOE and the Board of Regents.  The State Educational Television and Radio Advisory Board was created.  This expanded the functions to include educational and public radio throughout Florida.  The first meeting of the board was held on Sept. 21, 1967.  In 1969, the name was changed to the Educational Television and Radio Advisory Council.
Summary:     This series contains the minutes of the Florida Educational Television Commission and its successors, the Educational Television and Radio Advisory Board, and the Educational Television and Radio Advisory Council.  The purpose of the Commission and its successors was to improve educational television in Florida.  This was implemented in two phases.  The first phase was to get the educational stations on the air.  The second phase was to establish television as an integral part of the instructional program.   


    The minutes include transcripts of meetings, reports, correspondence, nominations, resolutions and recommendations of the Commission, Board, or Council.  Typical meetings include discussions of network and microwave links; broadcasting equipment, including tower placement and equipment bids; magnetic recording equipment; staff assignments; educational program developments and content; and budget issues.   

      Also of interest are discussions on the creation and expansion of many of the educational television channels and radio stations throughout the state, including WFSU-TV (Tallahassee), WEDU-TV (Tampa), WMFE-TV (Orlando), WJCT-TV (Jacksonville), and WUFT-TV (Gainesville).  In addition, there is considerable discussion of programming content, including the establishment of a Public TV program to cover the State Legislature.
