Biographical/Historical:     The first Florida Governor's Conference on Library and Information Services was held in Tallahassee, Florida on November 15-17, 1978.  It was organized as a precursor to the national White House Conference which would be convened the next year.  The Florida conference was attended by 100 official delegates and 29 alternates representing all geographic areas, interest groups, educational, financial, and ethnic backgrounds in the state.  The purpose of the conference was to identify which library services met the current needs of Floridians, determine what library services would be developed in the future, develop ways to encourage public awareness and support for library programs, clarify the responsibilities for library services held at local, state, and national levels, and to provide opportunities for citizens to take part in the national White House Conference.
    Although the original suggestion for a national library conference came in 1957, seventeen years passed before widespread public support moved Congress to issue a joint resolution authorizing the White House Conference on Library and Information Services.  The measure was signed by President Gerald Ford on December 31, 1974.  A formula reflecting each state's representation in Congress was used to establish conference delegates, drawn from those participating in pre-conferences.  It was not until May 1977 that President Jimmy Carter signed an appropriations bill providing funds to organize and conduct the conference under the direction of the National Commission on Libraries and Information Science.  The conference was ultimately held November 15-19, 1979.
Summary:     This series contains records relating to the Florida Governor's Conference on Library and Information Services, coordinated under Division Director Barratt Wilkins.  Among the records are correspondence, lists of appointees, itineraries, planning and sub-committee records, and budgets.  The files also include a copy of the final report for the 1978 and 1990 Florida Governor's Conferences.  Selected delegates from the Florida conference also served in the White House Conference on Library and Information Services.  Included from the White House program is pre-conference correspondence, conference follow-up reports, memoranda, agendas, and budget reports.  These records also contain a copy of the 1983 report from the White House Conference and the Issue Briefing Book from the 1991 conference.
