Biographical/Historical:     Section 257.02, Florida Statutes, provides for a State Library Council to be composed of seven members appointed by the Secretary of State.  Each council member serves a four-year term.  The primary responsibility of the council is to advise the Division of Library and Information Services.  The Council originated in 1925 when Chapter 10278, Laws, created the State Library and the State Library Board.  The State Library was administered by the three-member board, with each member appointed to four-year terms by the Governor.  The Board selected a secretary to keep a record of its proceedings and to maintain accurate financial records for the group.  The secretary also fulfilled the functions of State Librarian, organizing the State Library and other libraries throughout the state.

    The name of the Board was changed in 1963 to the State Library and Historical Commission by Ch. 63-39.  Board membership was increased from three to seven, and its responsibilities were expanded to include the state's historical archives.  The reorganization of Florida's executive branch in 1969 fundamentally altered the commission.  Ch. 69-106, Laws, created the four-division Department of State, effectively splitting the State Library into the Division of Archives, History, and Records Management and the Division of Library Services.  Also through the law, the Florida State Library Commission became, by definition, a council.  The Council continued to serve the State Library in an advisory capacity.     

Summary:     This series contains information documenting the administration of the State Library Council. The records include meeting agenda, minutes, and correspondence concerning Florida library programs.  The files also contain biographical information on previous advisors and the appointment of new council members.

    The files relate to the statutory role of State Librarians Barratt Wilkins and Judi Ring as secretary to the State Library Council.  Among the duties assigned to the secretary are preparing meeting agenda, taking attendance, recording minutes, and maintaining council files.
