Biographical/Historical:     The Florida Arts Leadership Congress (FALCON) was held in Tampa on March 26-28, 1987.  The Congress was part of the FALCON Initiative, conceived by the Florida Arts Council in response to a request by Secretary of State George Firestone for a major planning effort to identify and address the four most critical cultural issues in Florida:  Cultural Economy and Support, Community Design and Cultural Climate, Arts and Education, and International Cultural Development and Exchange.
    Committees of experts in each of these four areas met to discuss current status, needs, and opportunities.  These panel discussions resulted in draft issue papers which were then revised based on review by committee members and comments made at public hearings. Final issue papers were approved by the Florida Arts Council in January 1987.
    The March 1987 Congress was organized to further address each of these issues and to comment on the ideas in the issue papers in the context of the state's political, economic, geographic, and social realities.  An intent of the Congress was to reach statewide concensus as a basis for establishing broad policies to guide the state's cultural development.  The result was a plan for a comprehensive strategy for strengthening, stimulating, and cultivating cultural resources in Florida.  The plan, envisioned as an augmentation to the state's Comprehensive Plan, sought to create a broad set of policies to guide the state's cultural development and to respond to the needs of Florida's cultural constituency.

Summary:     This series consists of correspondence, reports, issue papers, and other materials relating to the FALCON Initiative and the FALCON conference in Tampa in March 1987.  The series includes issue papers discussing the four critical issues targeted by the FALCON Initiative; agendas and other materials relating to public hearings held to discuss drafts of the issue papers; FALCON conference organization and planning materials; lists of conference registrants; lists of and biographical information about conference presenters and panelists; transcripts of conference sessions and panel discussions; and copies of "Florida Arts Leadership Congress Initiative: A Strategic Approach to Cultural Development in Florida" (Florida Department of State, 1987), outlining goals and recommendations for action for each of the four targeted areas.
