Biographical/Historical:     The Florida Governor's Alliance for Employment of Disabled Citizens (known as the Florida Governor's Alliance, or FGA) was created by Executive Order 86-183 in October 1986 in response to the large percentage of disabled persons who wanted to work but could not find employment.  According to its first annual report, the FGA was to "explore the situation of employment for persons with disabilities and to make recommendations on policy directions to address identifiable problems."  The FGA also served as Florida's state liaison to the President's Committee on Employment of People With Disabilities, established in 1947.
    Appointed in October 1986, the Governor's Alliance Board of 24 members first met in December 1986 and began carrying out activities to meet the goals of improved efficiency of disabled employment service delivery through increased coordination of planning and delivery of local programs; expansion of work opportunities; increased awareness in the disabled community of the requirements of and opportunities for work; increased awareness in the public and private sectors of the needs of the disabled for work and of the potential contributions of disabled citizens; and introduction of models for service delivery of employment and training services to the disabled which would provide significant gains in results, or significant efficiencies in process if implemented in the existing delivery systems.
    The Board was administered and operated by funding through the Job Partnership Training Act under a contractual arrangement with the Florida Department of Labor and Employment Security.  To support Board activities, the Florida Alliance for Employment of the Handicapped Inc., a private, non-profit corporation which provided the original model for FGA activity in Florida, accepted responsibility for administration of the FGA Board.  The FGA also is known by the names of: Florida Endowment for Vocational Rehabilitation, and the Able Trust.

Summary:     This series contains records generated by the FGA's efforts to establish and administer a program of temporary disabled parking permits for individuals with short-term disabilities resulting from injury or illness.  A goal of this program specifically related to the FGA's mission was to facilitate an early return to work for temporarily disabled persons.  The "Park Handy" program was passed into law in 1990 and began operation in 1991.  This series documents "Park Handy" through FGA correspondence; minutes of meetings at which the program was discussed; legislative bills and amendments regarding handicapped parking; temporary parking applications, rules, and regulations; press releases and articles; and publicity/ marketing materials and related records.
