Biographical/Historical:     The Department of General Services was created in 1969 (Ch. 69-106, Laws), under the Governmental Reorganization Act of 1969, to provide support services for state government. Under the Department of General Services were the Divisions of Purchasing, Building Construction and Maintenance, Motor Pools, Communications, Electronic Data Processing, Bond Finance, and Federal Surplus Property. The Department also administered the Office of Executive Clemency.

    In 1992, the Department of General Services was renamed the Department of Management Services (Ch. 92-299, Laws). At this time the Office of Executive Clemency was transferred to the Florida Parole Commission.

    Before his tenure as Executive Director of the Department of General Services, Chester F. Blakemore Jr. was the Executive Assistant to Doyle Conner, Florida Commissioner of Agriculture, where Blakemore served for ten years.

    Serving under Blakemore as his Executive Assistant was Huey Ray. Serving under Blakemore as division directors were Al J. Day (Director of Purchasing), Homer G. Hutchinson Jr. (Director of Motor Pool), Arnold L. Greenfield (Director of Bond Finance), Donald R. Allen (Director of Communications), J. L. Larkin (Director of Building Construction and Maintenance), William H. Corbett (Director of Electronic Data Processing), and R. C. Covington (Director of Federal Surplus Property).


Summary:     This series consists of the incoming and outgoing correspondence of Chester F. Blakemore Jr, the Executive Director of the Department of General Services, from 1969-1971. Also contained are reports, employee surveys, legislation notes, event programs, invoices, presentation notes, and other materials related to the correspondence. The correspondence pertains to the administrative tasks that Blakemore oversaw during his tenure as Executive Director, including employee insurance programs, the hiring and oversight of departmental directors, organizing events, purchasing equipment for various state agencies, complying with legislation and policy, security measures, and budgeting.
