Biographical/Historical:     The Advisory Committee on Mental Retardation Planning, under the Office of Governor Farris Bryant, worked closely with the Interagency Committee on Mental Retardation Planning, administered by the Board of Commissioners of State Institutions.  The Advisory Committee, charged with developing the State Construction Plan, which would provide for the welfare of the mentally handicapped in Florida, met several times in 1964.  Initially, policy statements were defined along with Task Force designations and functions. The Task Force constructed position papers which included general recommendations.
    The Advisory Committee was also responsible for the preparation of local community planning kits and the collection of data in order to design a comprehensive plan of services.  In 1965, the Legislature created the Florida Advisory Council on Mental Retardation (Ch. 65-14, Laws), within the Board of Commissioners of State Institutions.
