Biographical/Historical:     Founded in 1957, the Association of Registered Bank Holding Companies (ARBHC) is a national trade organization representing bank holding companies. Guy W. Botts, President of Barnett Banks of Florida, Inc., was active in this organization and served one term as president beginning in 1973. The primary purpose of the ARBHC is to provide effective representation of its members in Washington, D.C. This involves keeping ARBHC members fully informed of all federal government actions that may affect them, and to make sure the federal government is aware of the ARBHC members viewpoint regarding any decisions that may affect bank holding companies.

    A registered bank holding company is a corporation that directly or indirectly owns 25% or more of the voting stock of two or more banks in the United States. Under federal law, the Board of Governors of the Federal Reserve System register and regulate all bank holding companies. The registered bank holding company is a means of joining two or more banks to enjoy the benefits of "group" banking.

    Bank holding companies had an important role in Florida's economic development. Florida's banking laws prohibited branch banking and kept the state's banks relatively small. Much of Florida's economic development was being financed by out-of-state capital, meaning that much of the control over the state's economy was from northern investors and out-of-state lenders. Bank holding companies were a means by which Florida banks could expand, and to some extent compete with out-of-state banks.

    Barnett National Securities Corporation was a Barnett Banks holding company. In 1969, the name changed to Barnett Banks of Florida, Inc. When Barnett Banks expanded into Georgia, the name shortened to Barnett Banks, Inc.

Summary:     This collection documents the organization, operations, and activities of the Association of Registered Bank Holding Companies (ARBHC) and includes Association correspondence, minutes, newsletter bulletins, meeting agendas, meeting information, Executive Director's reports, pending and decided applications for membership, position papers, policy statements, and bank holding company statistics. While most of the correspondence is routine in nature and deals with organization of the ARBHC and the planning of annual meetings, the collection does document the growth and development of bank holding companies in the United States.

    Notable in this collection are the Executive Director's Reports that contain analysis of scheduled legislation in the United States House and Senate, analysis of scheduled legislation in state legislatures, analysis of Congressional elections, discussion of federal and state court cases involving bank holding companies, analysis of what to expect in future legislative sessions, discussion of Federal Reserve Board actions, and federal agency appointments. Also of interest are reports by various researchers, bank officials, and financial organizations on the history and growth of registered bank holding companies. While these reports tend to be "one-sided" in support of bank holding companies in general, the reports do provide a comprehensive historical background on the development of bank holding companies in the United States.

General Note: This collection was arranged and described from materials obtained from Barnett Banks, Inc. when the Barnett Bank records were transferred to the Florida State Archives beginning in 1999 and continuing through 2001.

Lastinger, Jr., COO and president of Barnett Banks, Inc.;  N2000-24 Speech Files of Charles E. Rice, CEO of Barnett Banks, Inc.;  N2000-26 Barnett People for Better Government;  N2001-4 Public Relations and Advertising Records;  N2001-6 Barnett Historic Preservation Foundation, Inc. Oral Histories, Photographs, and Historical Records;  and  N2001-7 Barnett Banks, Inc. Corporate Records. 
The Barnett Family and Barnett Banks had a long and complex history, beginning in 1877 and lasting until 1998.  Two books written by Barnett veteran, David J. Ginzl, provide an in-depth history of both the Barnett Family and Barnett Bank and the role Barnett Banks played in the development of banking in Florida.  Barnett: The Story of "Florida's Bank"  (University of Tampa Press / 428 pages) provides a thorough historical account of Barnett's development  and  Images of America: Barnett Bank (Arcadia Publishing / 128 pages) contains numerous historically significant photographs with brief narrative essays.  These two books would be indispensable for researchers studying either the Barnett Family or the history of banking in Florida in the 20th Century.
