Biographical/Historical:     Robert "Bob" Howell grew up in Connecticut and attended Northeastern University, graduating in 1955. He went to work for IBM and moved to Boca Raton, Florida, in 1967 when IBM opened a new plant there. He won election to three terms on the school board, serving until 1986 when he retired from both the board and IBM. He then served for five years as director of the Division of Vocational, Adult, and Community Education (DVACE) in the Florida Department of Education, retiring in 1992.

    Mary J. Thompson, D. Ed., who conducted the oral history interview, was a program specialist in the Assessment, Staff Development, and Marketing Section of the Bureau of Career Development and Educational Improvement within the Florida Department of Education, and was previously a vocational education teacher, counselor, and teacher educator.

Summary:     This collection consists of typed transcripts of two interviews of Robert Howell conducted by Mary J. Thompson on February 10 and 26, 1992. In the interviews, Howell discusses his family background; education; career with IBM; community involvement; school board career; growing interest in vocational education; participation in the development of vocational education plans and programs such as the Blueprint for Career Preparation, the Centers of Emphasis, the Core Curriculum, and the Gold Seal scholarship; and disappointments with some aspects of current vocational education programs.
